The Bailey Report. Consultation on police powers to promote and maintain public order. The part on section 5 Public Order Act 1986 is probably the most important consultation since the 2003 Sexual Offences Act. What the title of the consultations does not admit is that those same powers, when abused, promote public disorder. It is unfair on the police to treat them as if they are super-human. It is an unfortunate fact of human nature that if powers can be abused then they will be. Response - answers to the consultation questions. Appendix - the supporting evidence.
